Historic Black Colleges & Universities. The Title III program, authorized as part of the Higher Education Act of 1965, is funded with annual discretionary appropriations and the additional annual mandatory appropriations made permanent by the FUTURE Act, signed by President Trump. Before the FUTURE Act kicked in, HBCUs had to ask Congress each year to renew the mandatory funding. By signing The Future Act, Trump made permanent $255 million in annual funding for minority-serving colleges, including roughly $85 million earmarked as mandatory funding for historically Black colleges and universities.
