White House and G.O.P. Strike Debt Limit Deal to Avert Default

The bipartisan deal would raise the debt limit for two years while cutting and capping some government spending, a breakthrough after a marathon set of talks.

But, congressional passage before June 5, when the U.S. would default on it debts, is not assured, as right-wing lawmakers are all but certain to revolt.
