Beto O’Rourke’s climate agenda isn’t much of one—but whose is?

As soon as the Vanity Fair photo crew left El Paso, the adulatory press for Beto O’Rourke’s presidential campaign began fading. Hence his cry for attention this week in pitching a $5 trillion plan to stop global warming. “Muy buenos días from the Yosemite Valley,” Mr. O’Rourke said in a web video, “where we are announcing the most ambitious climate plan in the history of the United States.”

Not quite. Mr. O’Rourke is calling for the U.S. to achieve “net zero greenhouse gas emissions by the year 2050.” The Green New Deal legislation sponsored by Rep. Alexandria Ocasio-Cortez proposes hitting that target in 10 years—followed by net zero global emissions by 2050. Mr. O’Rourke’s spiel thus received a tepid response from some environmentalists.
