President Trump’s relations with Attorney General Jeff Sessions never recovered after Mr. Sessions recused himself from the Russia inquiry.

The new acting attorney general, Matthew Whitaker, previously questioned the scope of the Russia inquiry by the special counsel, Robert S. Mueller III.
