Former special counsel Robert Mueller’s testimony before the House Judiciary and Intelligence committees Wednesday will mark the first time he will answer questions about his investigation into Russian influence on the 2016 election, whether President Trump or his associates cooperated with those efforts and whether Mr. Trump obstructed justice in the probe.
