Under the legislation, introduced by Reps. Ed Markey of Massachusetts, Jerold Nadler of New York (House Judiciary Committee Chairman), Hank Johnson of Georgia and New York’s Mondaire Jones, a member of House leadership, current law would be amended to state that ‘”a Chief Justice of the United States and twelve associate justices, any eight of whom shall constitute a quorum.”
