Prime Minister Narendra Modi defended India’s controversial new citizenship law Sunday as protests continued to rage across the country.

Critics say the measure, which for the first time makes religion a criterion for Indian citizenship, violates the nation’s secular constitution. Twenty-three people have been killed in protests since its passage on Dec. 11.
