Stop and think of that for a moment. Negotiating with the homeless! Negotiating with representatives of the homeless. As though it is a constant, accepted and taken-for-granted way of living in Los Angeles. It’s not something to be eradicated, it’s not something that is considered a problem. It’s a status quo that must have official sanction and relationship with a government. Now, they’ve been negotiating with the homeless in Los Angeles for months, and those negotiations with the homeless…
