Doctor has led VA’s health-care system, will be first nonveteran to head department.

In a unanimous vote, the Senate on Monday night confirmed Dr. David Shulkin to lead the Department of Veterans Affairs. Dr. Shulkin, who has been in charge of the VA’s health-care system, will be the first nonveteran to head the sprawling department. He was confirmed in a 100-0 vote, marking a rare moment of Senate bipartisanship. Dr. Shulkin is one of a small handful of President Donald Trump’s cabinet nominees to receive bipartisan support. Democrats have used procedural tactics to delay the installation of many of Mr. Trump’s most contentious nominees, though they can’t block confirmations without GOP defections. Earlier Monday evening, the Senate narrowly confirmed Treasury Secretary Steve Mnuchin in a largely party-line vote. Dr. Shulkin was nominated by former President Barack Obama to his current post as undersecretary for health at the VA, winning Senate confirmation in 2015.
