There is a need to pass a bill extending routine government funding after a stopgap bill expires March 27. Without an extension, a partial government shutdown would occur. Congress must pass this spending bill, called a continuing resolution or “CR,” which would continue spending after Sept. 30, 2013, the end of the 2013 fiscal year. As it stands now, the government’s legal authority to borrow more money runs out in mid-October, 2013. According to the Bipartisan Policy Center, if that date arrived on October 18, the Treasury “would be about $106 billion short of paying all bills owed between October 18 and November 15. The congressionally mandated limit on federal borrowing is currently set at $16.7 trillion. The debt limit has been raised 13 times since 2001 and has grown from about 55 percent of Gross Domestic Product in 2001 to 102 percent of GDP last year.

The following is from the Heritage Action. This is the most accurate, federal government information on the subject of the border crisis. Provided are facts about the border, what illegal aliens seek, Biden encouraging asylum fraud, and HR 2 provisions. Facts on the Border Crisis: Since January 20, 2021, over 8 million illegal migrants have crossed into our nation’s borders from over 160 countries, including at least 1.7 million known “got-aways” 312 individuals known to be on the terror watch list have crossed the border. According to the NIH, 70,601 Americans died from fentanyl poisoning in 2021 alone, a 25% increase from 2020. Our open southern border also acts as a freeway for fentanyl into American cities and towns. Border Patrol estimates that the cartels are earning $32 million a week from illegal aliens in the Del Rio, Texas sector alone. Illegal aliens seek five things: To enter the U.S. To stay in the U.S. To work here To send money home To bring family &/or have children born here The Biden administration is providing millions of illegal aliens these five things by: Encouraging asylum fraud: Conducting mass immigration parole + granting work authorizations; Catch & release; Paying NGOs to receive, transport, feed, shelter, provide welfare and immigration attorneys to illegal aliens; Enticing unaccompanied alien children (UACs) to come to the border by allowing them to stay in the U.S. & receive immigration benefits based on their UAC status; and Rarely detaining or deporting illegal aliens. To truly stop the Biden border chaos, the Secure the Border Act, H.R. 2, — in its entirety — is critical. It would remove these tools from the hands of the Biden administration that it is using to accomplish its open border agenda. H.R. 2 would: 1) Prevent asylum fraud by: Requiring illegal migrants to apply for asylum in the first safe country in which they enter and return them there if they first apply for asylum at the U.S. border after skipping protection in the countries they traveled through on their way to the U.S. It prevents “country shopping.” Raising the low “credible fear” standard (aliens claim they fear returning to their home country). Eliminate loopholes that have allowed “persecution on account of membership in a particular social group” to include domestic abuse, general violence, gang activity, and climate change claims as grounds of membership in a particular social group. 2) Prevent parole abuse by clarifying congressional intent that parole is extremely limited, temporary, on a case-by-case basis, and terminates when an urgent event ends. Note: Congress logically has not authorized work authorization for parolees because someone temporarily here for events like surgery or testimony would have no need for work authorization. Yet, the Biden administration defies Congress and provides work authorization as a default to parolees for renewable two-year periods. 3) End the interpretation of the Flores agreement that requires neither unaccompanied minors nor accompanied minors (families) may be in immigration detention longer than 20 days. H.R. 2 states that DHS shall detain families together, which prevents illegal aliens from remaining here indefinitely. 4) Prohibit the funding of NGOs that facilitate illegal immigration. 5) Close the unaccompanied minors (UAC) loophole. H.R. 2 would return all UACs to their home countries and to their families, regardless of which country they’re from, unless they show they are trafficking victims or persecuted. 6) Mandate E-Verify in a phased roll-out, which prevents illegal aliens from working in the U.S. Lawmakers should not provide additional funding to the Biden DHS while allowing Secretary Mayorkas to continue encouraging asylum fraud, granting mass immigration parole and work authorization, employing catch-and-release, paying NGOs to transport illegal aliens throughout the country, or enticing unaccompanied alien children (UACs) to come to the border by allowing them to stay in the U.S. Conservative lawmakers should not support appropriations bills that perpetuate Biden’s destructive economic agenda while funding the ongoing invasion at our borders.
