Why was this man not arrested?

Look at the statements on this protestor's sign. This is what is wrong inside America right now.

There are 3 primary statements: 1. FREE stuff. The FREE stuff is the 'nanny state' we are trying desperately not to evolve to. For those who think these 'nanny state' concerns are overblown, read the sign. 2. You owe us. Supposedly the United States of America OWES free stuff to immigrants. For what? 3. Extortion. Threats of violence unless we get free stuff America owes him. For making this threat, the man should be arrested, detained and investigated before he decides to follow through on this threat. We talk about 'no fly, no gun' lists and how can we protect from people who plan to do harm, yet don't detain the obvious. Here is one. Do something. Keep this image in your mind and use it every time the issues of immigration, healthcare, welfare, economy, debt, mass shootings, police involved shootings, crime and punishment come up as to remind yourself of the perils facing our country if we do not take a stand for our founding principles.
