North Korea Says It Is Open to Talks With U.S. About Abandoning Nuclear Weapons

North Korean leader Kim Jong Un told a visiting South Korean delegation that he was willing to hold talks with the U.S. about giving up nuclear weapons and normalizing relations with Washington, and would halt weapons tests during any negotiations, officials in Seoul said Tuesday. During meetings in Pyongyang with envoys from the South, Mr. Kim, who has conducted a series of missile launches over the past year, signaled a “clear intent to pursue denuclearization” on the Korean peninsula, according to Chung Eui-yong, South Korea’s national security advisor. Mr. Kim also said he would be willing to meet South Korean President Moon Jae-in in late April, in what would the third-ever summit between leaders of the two Koreas, Mr. Chung said. Washington has long said it is only willing to sit down for serious negotiations with North Korea if it is to talk about an end to the country’s nuclear-weapons programs. Pyongyang has previously said its arsenal isn’t open for discussion.
